
The Bihar government has introduced several major reforms in its 2025-26 budget, including the digitization of registration offices, new funds for environmental conservation, and an increased budget for the prohibition department. These initiatives aim to simplify processes for citizens, strengthen environmental efforts, and enhance state revenue.
From 2025-26, all registration offices in Bihar will become completely paperless, eliminating the need for physical documents and reducing environmental impact. This move will also support the Go Green scheme. Residents within and outside India will be able to register properties online, with an additional 1% discount on stamp duty (up to ₹2,000) for online registrations. Additionally:
- Family property division will have a fixed ₹50 stamp duty and ₹50 registration fee.
- Industries established on land allotted by BIADA will receive a full exemption on stamp duty and registration fees.
Strengthening Prohibition: 84 New Checkposts to Curb Illegal Liquor
The Prohibition, Excise, and Registration Department’s budget has been increased by ₹18 crore, from ₹674.55 crore (2024-25) to ₹692.60 crore. However, the plan head allocation has been slightly reduced from ₹10 crore to ₹7 crore. To intensify liquor prohibition efforts, 84 checkposts have been established, each equipped with CCTV cameras for better monitoring. Additionally, the Patna Marathon, themed ‘Nasha Mukt Bihar’, is being organized, with participation from international runners.
Bihar Green Development Fund: A Step Towards Sustainability
The government is emphasizing environmental conservation, aligning with carbon neutrality goals. A Bihar Green Development Fund will be set up with an initial investment of ₹25 crore. This initiative will focus on:
- Climate adaptation strategies.
- Reducing carbon emissions.
- Encouraging clean energy projects.
- Creating employment opportunities in green industries.
By combining government and private investments, this fund will turn environmental challenges into opportunities and make agriculture more climate-resilient.
Bihar Clean Air Transformation Project Launched
To combat air pollution, the government is launching the Bihar Clean Air Transformation Project with a ₹100 crore budget. Additionally:
- Biodiversity Management Committees have been formed in 8,053 Panchayati Raj Institutions and 73 urban bodies under the Jal-Jeevan-Hariyali Abhiyan, promoting environmental awareness.
- The Fourth Agricultural Roadmap aims to increase Bihar’s green cover to 17% by 2028.
- The National Tiger Conservation Authority (NTCA) has given in-principle approval to declare Kaimur Wildlife Sanctuary as a Tiger Reserve.
These budget initiatives highlight Bihar’s commitment to digital governance, environmental conservation, and sustainable development.
